If it's free, why is there a paid option??

Well...

The paid option has a lot more than the free ttf file! Both the basic and paid versions have tilesets included. The basic version has less tiles (select symbols and small letters not included). The paid version has tilesets of all the letters and symbols including the featured font seen in the preview and an outline tileset! Since ttf files can only support one color, the tilesets can also be used for more details!
I've also included a visual diagram of what's in the free and paid version below!

What's a tileset and how do I use it??

Basically...

Tilesets are images that are tiled next to each other. In this case, we use a 16x24 px grid for each number, letter, and symbol. You can load up a tileset on your preferred pixel editor (I use PyxelEdit, but you can use Aseprite Beta (for tilesheets), Gimp, or Photoshop) and mark each grid by 16x24 px. By defining each grid by those pixels, each item should be within its constraints and can easily be used!
